Abusing the system
The farmers know how to play the system all too well. Many growers claiming to cultivate the largest orchards in the country are actually only after the government subsidies. The problem is that these subsidies are based on acreage rather than on production, thereby encouraging frauds to purchase as much land as possible and register it as orchards. Without actually cultivating hazelnuts they are then able to collect the subsidies. Grown hazelnuts are even left to rot on the bush.
Tremendous damage
The damage they have caused is tremendous since local supply falls several hundreds of tonnes short of demand rendering imports from Turkey necessary. The extremely high prices are by no means competitive in the international market. But the situation may turn even worse since the government is considering to stop paying subsidies, which will also affect those farmers who cultivate hazelnuts and rely on the subsidies.
