The export ban has not paid off at all. The export traders feared financial losses due to fines for not fulfilling their contracts. They immediately increased the price of roasted buckwheat by 9,575 RUB/mt (from 480 RUB/mt at the beginning of the quarantine). In the Volga Federal District the average price of roasted buckwheat is up to 50,140 RUB/mt. The average buckwheat price of farmers on 23 March was 22,400 RUB/mt. Thus, it is still below the price of January 2017, the highest monthly average price in recent years. According to a representative of the Ministry of Agriculture, such a price increase will allow producers to return to normal profitability.
Relevance of the export suspension
On 25 March it was announced that the export ban on grain from Russia had been lifted. The answer to the question why the Rosselkhoznadzor changed its measures was never given. The representatives of the buckwheat industry had previously stated that even against the background of the corona crisis, sufficient buckwheat is available to cover both domestic and export needs. The production volume amounts to 350,000-400,000 metric tonnes, which, taking the stocks into account fully meets the needs of the domestic market.
